I did many attempts in this illustration. I seriously considered whether or not to blur the background. It's the final result.

Well it's a a nice picture, and since you requested critique:

The point of attention of this picture should be the near girl and her cats, but strangely when looking at it -  the attention goes into the center of the picture to the blurry houses.

Why? Maybe because

Dark girl onto dark background, she blends in too deeply
The left down corner looks empty, some small detail there like box, plant or another cat(s) near the girl (grey, orange or white to balance the cool  athmosphere) would bring attention to this part of the picture.

Girl and cats are very detailed, but the stones beneath her feet are painted roughly, like they are far away, would be nice to add there some minor details like cracks, thin shadows, grass roots or maybe flowers etc. 

Also the sky look.. sorta empty. Adding some (light) clouds or more visible gradient would fill it.

The houses at the back are overblurred, something like that we can observe only when heavy fog is occured while on picture we are observing noon and perfect weather.

The girl far away is blend into heavy shadow with her dark dress too, if not for her hair  -  we would not see her at all.

Details, more details.

Composition and artwork in general is good, but you need to work more on your anatomy I guess - the pose of the girl in the foreground left does not feel very natural.

Excellent layout! The blur gives a great sense of atmosphere and depth and helps keep the attention in the foreground where it should be, and bouncing between the two main figures. Great work!
